Conditional approval has been granted for Hard Rock in Tarragona, subject to enhanced chemical safety requirements

Even if the distance formally fits within the standard, a second layer of assessment remains: vulnerability to consequences. For hotels on plots A and C, this layer is especially sensitive, because it concerns places where people stay for long periods, rather than short-term visits.
The only viable pathway is through Ercros modernization
The ministry has effectively set out the only viable pathway for the project’s further movement. It becomes Ercros’s implementation of a set of improvements that should raise the level of protection and reduce potential damage from accident scenarios.

According to him, the conditions mean the emergence of a fourth party in the chain of decisions, in addition to the investor, the municipal level, and the autonomous authorities.
Redon also stressed that if the conditions are not met, the complex’s urban development plan will not be able to be adopted. Separately, he assessed the wording of the opinion as ambiguous from a practical point of view. If the report says that the decision is favourable, but conditional on requirements that are almost impossible to meet, it may look almost like a refusal, he said.
The next turning point for the project is now tied to whether safety measures will be implemented at the Ercros plant and how they will then be assessed at the level of the government of Catalonia.
